Building Better Citizens for America was originally the foundation supporting Marin County's Air Force JROTC Leadership Program located at Novato High School in Marin County, California. In 2022 when the Air Force JROTC was canceled BBCA shifted focus to a Service Academy concept that focuses on the main services in the federal and state government. BBCA is a tax-exempt 501(c)(3) non-profit public benefit corporation created for the specific purpose of providing support for Marin County's youth interested in serving their communities in a variety of ways.
The Novato High School AFJROTC was the 11th out of the initial 29 programs founded nationwide in 1966 and the first one in California. The Novato Air Force JROTC had a great history with many former students earning advanced degrees and becoming our countries leaders. BBCA was originally formed by community members when the Novato Unified School District came under such extreme budgetary pressures that they had to consider closing the program.
While we are disappointed to loose the Air Force supported program we believe there is an opportunity to appeal to a wider population with a broader view of service to our community and country.
This program welcomes students from all Marin County and North Bay high schools.
BBCA works in conjunction with the schools and classroom instructors to ensure program effectiveness and longevity. We work with community leaders to inform the public about the benefits of this program and to raise funds to ensure it will not be lost due to cyclical crises in the California budget.
